This is the big question that economists around the world have been asking.

Inflation has been falling at a steady rate since June in Thailand (See diagram on right).

Will the trend continue?

inflation - the rate at which all prices in the economy are increasing (See Economist Glossary)  อัตราเงินเฟ้อ
deflation -  the rare case when the level of all prices in the economy starts to fall (See Economist Glossary and Krugman last weekend and Economist's View)  การชะลอตัวทางเศรษฐกิจ

Looking at the details of inflation

Inflation is measured by two indices. The Consumer Price Index (CPI) measures inflation in the goods that families (households) buy. The Producer Price Index (PPI) measures inflation in goods produced by companies Let's look in more detail at consumer goods in Thailand and how they contribute to inflation.

an index, indices (plural) - a number used to measure changes in the general level or value of something
Consumer Price Index (CPI) - 
a measure of the average price of consumer goods and services purchased by households (See Wikipedia)
Producer Price Index (PPI) - measures average changes in prices received by domestic producers for their output (See Wikipedia)
a household - all individuals who live in the same dwelling, a unit used in economic analysis (See Wikipedia)
X contributes to Y - the amount added to Y by X (noun: contribution)

There are two main types of goods included in the CPI index:

36.06%    - Food and beverage
63.94%    - Non-food and beverage

These two basic groups of goods can be broken down into more detail:
 
36.06% - Total Food and beverages
2.68% - Rice and cereal products
5.32% - Meat , poultry and fish
4.77% - Vegetables and fruits
2.23% - Eggs and milk products
1.79%  - Seasonings and condiments
1.56% - Non-alcoholic beverages
7.03% - Consumable food - within the household
10.68% - Consumable food - outside the household

63.94% Total Non-food and beverages
3.40% - Clothing and footware
23.86% - Housing and furnishing
6.04% - Personal and medical care
21.99% - Transportation and communication
5.82% - Recreation and education
2.83% - Tobacco and alcoholic beverages


beverages - drinks (milk, fruit juice, beer) เครื่องดื่ม
broken down into more detail - separate into smaller parts that give more detail  จำแนกออกเป็นกลุ่มย่อยๆ ได้ดังนี้
cereal - plants producing grain including rice, wheat, and corn (See Wikipedia) ธัญพืช
grain - the seed from cereal crops such as rice, wheat, or corn  เมล็ดพืช
poultry - birds that are raised for their meat and eggs such as chickens and ducks (See Wikipedia) เนื้อสัตว์ปีก
seasonings - things added to food to improve flavour such as salt, black pepper, basil, and spices (See Wikipedia) เครื่องปรุงรส
condiments - something added to food to improve flavour such as mustard, ketchup, steak sauce, chutney, wasabi,... (See gallery of condiments and  Wikipedia and list of condiments)  เครื่องปรุงจำพวก มัสตาร์ด  ซอสมะเขือเทศ  (ซอสปรุงรสต่างๆ)

 Another way to break down the goods contributing to inflation looks at food and energy separately:

15%      - Raw food
9.05%   - Energy     
75.95% - Exclude raw food and energy

The core inflation rate is calculated by exlcuding raw food and energy, two groups of goods that have extremely volatile prices that move up and down a lot like they did this year.

raw food - materials in their natural state before processing or cooking (note: "raw food" in  a restaurant means "uncooked food" this is the usual meaning) อาหารที่บริโภคดิบๆ 
exclude Y - Y not included ไม่รวมเข้ากับ
break down - separate into smaller parts to make it easier to understand and deal with แยกออกเป็นกลุ่มเล็กๆ
core inflation - consumer price inflation (CPI) excluding the prices of more volatile goods such as energy and oil and food (See Wikipedia)  การสูงขึ้นของราคาสินค้าจำเป็น เช่น น้ำมัน อาหาร พลังงาน
volatile - moves by large amounts suddenly เปลี่ยนแปลงอย่างทันทีทันใดและโดยคาดการณ์ไม่ได้

What goods are contributing to inflation?

The following table shows how the consumer price index (CPI) for November, 2008 was calculated (Source: Ministry of Commerce):

Each row or line in the table represents a group of goods. The first column represents the percentage contribution of the group of goods to the price index (overall price level of economy). The last two columns show the inflation rate (percentage change) for the month of November and the year-to-date.

Which goods are driving the inflation rate?

Oil prices are one big factor in the recent precipitous drop in inflation, with oil dropping from a peak of $140.63 per barrel in July to $47.61 yesterday.

Global recession is pushing oil prices as well as prices for other commodities down in anticipation of reduced production and demand worldwide. The price of rice and rubber, two commodities that Thailand is the leading world exporter of, have fallen in line with all commodities.

year-to-date - from the beginning of the year to now  ตั้งแต่ต้นปีถึงในขณะนี้
precipitous drop - a large and sudden decrease การลงลงอย่างรวดเร็ว
commodities - goods with every unit the same (every kilo of rice is the same, for example), usually bought in large quantities  สินค้าที่ซื้อเป็นจำนวนมากๆ
X in anticipation of Y - X done expecting Y to happen in the future  คาดการณ์ว่าจะเกิดขึ้นในไม่ช้า
in line with - following, agreeing with, consistent with  สอดคล้องกับ

When forecasting inflation, future exchange rates which might change greatly also have to be taken into account. If there are big movements is the US dollar, there will likely be big movements in the Thai baht and this will have an effect on oil prices.

forecasting X - making an expert guess about the value of X in the future พยากรณ์
exchange rates - the rate for changing between Thai baht and US dollars (and other currencies) อัตราแลกเปลี่ยนเงินตราต่างประเทศ
taken into account - this information must also be used (in the forecast)  นำมารวมเป็นปัจจัย

Food and beverages account for a large percentage of consumer prices in the CPI. You can see in the breakdown of CPI into product groupings below, that food and beverage at 15.4% in November is still quite high and contributing a lot to overall inflation.
 
Non-food and beverages was quiet low at -5.9% and with a negative contribution was helping to reduce inflation. You can see that the line "Electricity, fuel, and water supply" for homes at -14.1 with a contribution of 5.1% to the CPI index was also helping to reduce inflation.

The Six Measures in Six Month programme of former Prime Minister Samak might have something to do with this. According to today's Bangkok Post: "The [Commerce] ministry also believes that the expiry of the government's measures to lessen living costs through subsidised utility bills and transport fares to the public in January would bring inflation up by 1% next year."

Down at the bottom under "raw food and energy" you can also see that for November raw food contributed 20.3% and energy contributed -22.9% which clearly shows that food inflation is pushing the overall inflation rate up while energy prices are pushing it down.

Does this mean we should forget about oil prices and alternative energy sources? No. One day the inflation roller coaster will start going up again.

The only way to make progress on energy is to persist with policies directed at energy, not wait for another crisis at which time once again it will be too late.

subsidise - when the government pays part of the costs of something เงินช่วยเหลือจากรัฐ
utility bills - money paid for water and electricity in your home  ค่าไฟฟ้า และค่าน้ำประปา
subsidised utility bills and transport fares - when the government pays part of the cost of transportation and home electricity and water รัฐรับภาระค่าน้ำประปา ค่าไฟฟ้า และค่าโดยสารรถประจำทางให้ประชาชน
persist - continue working on something for a long period of time without giving up ยังคงมีต่อไป
