Protest vocabulary for
next week's demonstration

Large-scale
protests, both yellow and red, have been commonplace in Thailand for
the past several years. By now, it is quite easy to predict what kind
of vocabulary our journalists will use to describe the mass red-shirt
demonstration that begins this weekend. Below are many of the words you
are sure to see in the English-language coverage of the upcoming
red-shirt rally in Bangkok.

Go
through the sections below slowly and carefully, learning the
vocabulary you don't know. You will also find daily updates on the
vocabulary at the bottom of this section. Then follow actual stories
from the Bangkok Post
each day. Many of these stories will be covered in our general news
section, complete with vocabulary explanations. For news in
the Thai language, your first choice should be our own <a

The Government prepares

On
the government side, most of the news will be concerned with
preparations to contain and counter
the huge influx of protestors
for what is likely to be one of the biggest mass demonstrations in Thai
history. Government, police and military authorities
are busy monitoring the activities of the
red-shirts, beefing up their intelligence-gathering
capabilities and planning measures to keep traffic
moving at the very least. The government will very likely invoke
the Internal Security Act which restricts
the actions of the protestors and allows extensive use of the military
to keep control.

Security
forces will be deployed in large numbers
throughout the week, and when the demonstrators
arrive, the police and soldiers will carry shields
and batons for protection. They will likely place
many barricades at vulnerable
locations like the Government House compound. Reinforcements
will be on alert in case they are needed. Volunteers
might be recruited to help at important sites as
well.

Watching
the various members of the coalition government
will also be interesting. If things go badly, you can expect sources
from some of the member parties to hint they may be
changing sides.

align="left" hspace="5">If the situation starts to
get out of control, you will see a whole new set of vocabulary. A clear
warning that things are getting bad is when the situation starts being
described as fragile, precarious,
tense or deteriorating. Chaotic
is a sure sign that things may have reached the riot
stage. Violent incidents may incite
many protestors to become violent themselves. Radical elements
among them may try to whip up (stir up)
emotions further. And perhaps so-called third
parties will use sabotage to create unrest,
like lobbing a few grenades
into a crowd. The violence could start as clashes
and quickly escalate to a full-scale uprising,
and, in a worst-case scenario, it could culminate
in a civil war. In that case, a bloodbath
is a possibility.

The
security forces will do everything possible to prevent that from
happening, avoiding confrontations with protestors
wherever they can. If things become bad, tear gas,
rather than war weapons, is the likely choice for quelling
trouble and dispersing unruly
crowds. The government would also
declare a state of emergency giving greater power
to the military.

The

see that they do not try to smuggle in weapons.

Updates

March
10

I haven't seen a lot
of new vocabulary today. Here are a few examples:

Mr Abhisit said red
shirt supporters should now realise that while they are fighting hard
for the interests of the Shinawatra family, the Shinawatras were living
in the lap of luxury.
It was irresponsible
to leave their supporters in
the lurch.

in the lap of luxury – in very comfortable and
expensive conditions
irresponsible – to leave
someone in a difficult situation without helping them ทิ้งให้เดาไปเอง,
ล้มเหลวที่จะช่วยเหลือคนที่ต้องการความช่วยเหลือ
The prime minister
denied suggestions the government was trying plant news stories
about possible violence, saying that would be pointless.
plant (stories,

style="font-family: Verdana;" lang="TH"> – having no

March
11

There was a new set of
vocabulary today because the focus changed to how the UDD might have to
rethink its strategy due to limited funds.

Funds limit length of rally

The United Front for Democracy against Dictatorship is preparing to retreat to the
provinces if its mass rally against the government in Bangkok this
weekend falls flat,
sources close to the movement say.

The UDD can only afford to keep its
protest going for three to five days. If the government has not fallen
by that time, it will have to withdraw
and draw up a new strategy. The red shirts were expected
to retreat and seize provincial
halls if their rally in Bangkok could not produce any
significant changes.

UDD leaders and their allies are soliciting donations
to fund the protest which is set to begin nationwide tomorrow with a
plan to assemble
in Bangkok on Sunday.
Today, the prime
minister also explained a bit more about how the Internal Security Act
would be used.

The government would

and peaceful assembly and adhere

76 billion baht through the sale of the shares — by putting them in proxy accounts held by his children
and other relatives.

He also denied his government
issued measures
that caused the price of Shin Corp shares to surge. Mr Thaksin
said the price of Shin Corp shares had gone up as a result of increased
demand during a time of economic prosperity.

Meanwhile, lawyers representing
Khunying Potjaman presented a closing statement rebutting the prosecution case by
focusing on 16 key areas.

Through her lawyers, Khunying
Potjaman said she had acquired her wealth legally between
1983 and 2000 before her husband became prime minister.

She also had turned much of her
wealth over to her children and her brother through gifts and sales.

She denied that she and her husband
had concealed wealth through shell companies.

Two of Thaksin Shinawatra’s adult
children, Panthongtae and Pinthongta are also insisting they held Shin
Corp shares in their own right, and their holdings should be spared if the court rules that their
father’s fortune should be confiscated by the state.

They say they were not nominees holding assets on behalf of
their father, so the state should release their 40 billion baht share
of the 76 billion baht which it seized from from Mr Thaksin and his
family.

This is likely to be one of the
more important weeks in recent Thai history. All through the week we
will
be be looking at current stories relating to the Shinawatra assets case
to be decided this Friday. Today, however, we'll begin with some
background.
Here you will find much of the key vocabulary used in stories on the
case this week and next.
hspace="5">This Friday, the Supreme
Court's Criminal Division for Holders of Political Positions
will announce its verdict
on whether former minister Thaksin Shinawatra, his former wife Khunying
Potjaman na Pombejra and their children will be able to keep assets worth approximately 76
billion baht that Mr Thaksin and his family allegedly accumulated during his two terms in office from 2001 to 2006.

The Office of the Attorney-General,
representing the 2006 coup-appointed and now disbanded Assets Scrutiny Committee, has
recommended the assets be confiscated and transferred to the state. The prosecutors say they were acquired
illegally by the Shinawatra family.

Specifically, the prosecutors alleged in their closing argument submitted to the court earlier this
month that the assets were acquired through abuse of authority. They also
outlined alleged conflicts of interest.

The prosecutors have accused
Thaksin of concealing his
ownership of Shin Corp shares while at the same time devising government policies that
benefited the Shinawatra family business, causing shares in Shin Corp
to surge.

Mr Thaksin and Khunying Potjaman,
declared to the National Anti-Corruption Commission that they
had sold most of their 48% stake
in Shin Corp to their two children to comply
with the law which prohibited
them from holding a stake of 5% or more.

However, the prosecutors said inquiries by the Department of Special Investigation
and the Securities and Exchange
Commission found the couple still held the shares through shell companies Ample Rich Co and
Win Mark Co.

The prosecutors said Thaksin's
claims that he sold his shares in Ample Rich to his son Panthongtae
were unfounded.

The prosecutors said there was evidence the money spent on buying
the Ample Rich shares was paid through an account held by Khunying
Potjaman.

Charges
in the case also centre on a series of telecommunication policies implemented by the Thaksin
government from 2001 to 2006. Prosecutors said the policies unfairly
benefited the family-owned Shin Corp.
align="top">

Just a month ago,
many people expected the
“ten dangerous days”
before the Supreme Court verdict
to be days of chaos, with
perhaps a
million
red-shirted demonstrators
attending rallies and marching
through the
streets of
Bangkok.

That hasn’t happened
– yet. Instead,
leaders of the United
Front for Democracy Against Dictatorship (UDD) have been content
to
stage
smaller rallies at various sites
around the country to reinforce
their
key
message that double standards exist in this country and that true
democracy is
still a long way away. The justice system and the political system,
they say,
all favour the old power elites,
headed by the royalists and the
military.

Perhaps that is why
they have not
mobilised their supporters
for mass demonstrations before the
verdict. To
do so would make it seem that their
movement exists mainly to
support former prime minister Thaksin
Shinawatra. That
is not true, say UDD leaders. Their purpose is not to serve one man,
but to
bring the country to democracy.

Thus far, the tactics used by the UDD
have been peaceful and
reasonably effective. Their
protests have been well targeted,
each
pointing to
different examples of alleged
double standards.

One easy target was privy councillor
Surayud Chulanont who
clearly had big problems with his land holdings without having been
punished. But
the UDD has been especially harsh on Privy
Council president Prem Tinasulanda
whom they
believe played a key role in
the 2006 coup which ousted Mr
Thaksin.

Last month, about
200 red-shirts went
to offices of the
Privy Council to demand the resignation
of both Gen. Prem and Gen
Surayud.
There they handed a petition
and two batches of documents
to two
council staff in a peaceful rally
watched over
by 150 police. The documents dealt with alleged encroachment in forest
reserve land
by the two generals and their associates.
The demonstrators then
dispersed.

Other protest sites
have included the
Election Commission
where red-shirt leaders demanded explanations for why pro-Thaksin
parties had
been dissolved but the
Democrats have been allowed to escape despite
equally serious
allegations against them.

They rallied outside
National Police
headquarters to demand
explanations for why People’s
Alliance for Democracy leaders haven’t
been
punished for their occupation
of Suvanabhumi airport and they also
surrounded Army
Headquarters to protest against deputy army commander Prayuth
Chan-ocha, whom
they accuse of planning to stage a coup.

Now it appears that
the promised mass
demonstrations will
begin after Friday’s court verdict. If, as expected, the Shinawatra
family
assets are confiscated, the UDD supporters will
see this as another
glaring
example of the unfairness of the current system.

double standard – a rule or standard

beginning of end of Thailand's use of the GT200 substance detector.
Although it focused on another device, the ADE651, the two are so
similar that doubts about the GT200 very quickly emerged. In fact, the
BBC team also looked into the GT200 but there wasn't enough time to
include in the original program. They did, however, <a

<span

Now it’s been
revealed that for six years efforts to combat the terrorists have been
undermined by a bomb scanner that scientists say is completely useless.
The GT200 is supposed to indicate the presence of explosives and the
maker claims the antenna picks up traces when linked to these special
cards. But some scientists say it’s an expensive hoax.

So the government finally agreed to carry out tests to see if the
device would indicate which box contained explosives. Officials made a
great show of the elaborate security to prove the tests weren’t rigged,
but when the envelopes were finally opened, a rather sheepish prime
minister had to admit the GT200 is useless.

PM Abhisit: The equipment was only successful in discovering 20 percent
of the cases when just a random choice would give you 25 percent, so
there’s no statistical significance to having this equipment.

CNN’s Dan Rivers: Would you consider legal action against the company
that sold them to Thailand?

PM: We will look into that possibility.

DR: We tried to talk to the Thai distributors of the GT200 AVIA SATCOM
at their backstreet office in Bangkok…

“And there’s no email or anything we can take, no contact numbers…”

But they wouldn’t help. This is the website of the UK manufacturers
Global Technical. Their corporate video claims the device can be used
to find more than explosives, everything from ivory to drugs. Global
Technical issued a statement saying they are surprised and disappointed
by the test results, adding they are completely at odds at what they
said were other independent tests and with the experience of users
around the world.

But explosives expert Sidney Alford says the idea of using what is
effectively akin to a water douser is patently ridiculous.

Sidney Alford: “There is no electronics. I would expect there to be
some sort of electronic device. If a person I trusted told me this
worked, I would expect to see electronic components here. Certainly,
some electronic components in this large piece of apparatus.”
But Thailand isn’t the only country which security experts say have
been duped. Thousands of similar devices have been sold in Iraq and
Afghanistan. The UK government has banned the export of similar
technology from a different company. It’s not clear if the GT200 will
also be banned.

The critics of this device say it’s nothing more than an elaborate
hoax, a complete con that doesn’t perform any function and it’s merely
an empty plastic case with effectively a car aerial on the top that
retails for thousands and thousands of dollars.

The Thai government bought some 700 devices at a cost of more than 20
million dollars. The bill is even bigger when you consider the
eight-day training given for operators, provided by the manufacturer.
Global Technical says 30 governments around the world have bought the
GT200. The Thai government says Iraq and Afghanistan also bought the
technology, raising the question how many lives have been lost because
bombs made it past security checks that didn’t work. Dan Rivers, CNN,
Bangkok.

Presenter: Well, the
Prime Minister of Thailand today ordered
his government to stop buying a British bomb detector after tests
proved it was
ineffective. It follows an investigation by this programme last month
after
which the British government banned exports of such devices to as Iraq
and
Afghanistan. The Foreign Office is concerned they might pose a risk to
UK or
friendly forces.

The serious
questions are now being raised about why the
British government didn’t act sooner to stop them from being sold at
all.

Caroline Hawley
reports:

It’s used by the
Thai army to search for bombs. 4,000 people
have been killed in southern Thailand since the Muslim insurgency began
in
2004. So lives depend on it.

After our
investigation last month amid a growing clamour of
concern, the Thai prime minister ordered tests on this so-called bomb
detector
know as the GT200.

Today, he announced
the results. The device had performed so
badly, he banned the purchase of any more. The authorities are reported
to have
spent over 20 million dollars on the device, at an average price of 30
thousand
each.

For the man who
sells the GT200 it’s been a winner. And it’s
clearly helped Gary Bolton to a certain life style (that) he’s been
keen to
show off to his Internet friends. He’s
declined to speak to us and through his lawyers (?) has threatened to
sue if we
suggest his device has cost lives.

This is the GT200 in
the hands of an expert. Sidney Alford
is a leading authority on explosives and last month, he took one of the
devices
apart for us.

CH: “So there is
nothing in there that could detect a bomb
that could possible work.”

SA: “Speaking as a
professional, I would say that was an
empty plastic case.”

Newsnight
learned
that Gary Bolton tried to sell an almost identical, now discredited,
device
called the MOLE to the British authorities. In 2002 it was tested for
use as a
drug detector at Heathrow, but it failed to find a sample of cocaine
from less
than a metre away. The UK authorities decided against buying it.

“I’m going to try to
keep it steady and I’m going to walk
over here.”

The Professor who’s
helped expose this devices was
astonished.

Professor Brue Hood,
Bristol University: “What I find
remarkable about this whole episode is that this company tried to sell
this
piece of equipment to the authorities in this country almost 10 years
ago.”

The MOLE was
scientifically tested in 2002 in the USA and
found not to work.

BH: “It was
evaluated and shown to be nothing more than the
dousing rod. Now what makes this unacceptable is that at that point
someone
should have stepped in and shut this operation down, but instead, this
company
was allowed to go to other countries and exploit the naivety of these
people
and sell pieces of basically plastic with a car aerial sticking out of
it as
legitimate scientific equipment which it clearly isn’t.”

So, when did the
British authorities become aware of
concerns about so-called bomb detectors like the GT200 and the similar
ADE 651
widely sold to Iraq?

We’ve seen an
internal e-mail from 2005 to customs which
refers to the ADE 651 as “sounding like witchcraft” and it’s emerged
that the
chair of the Commons Defense Select Committee James Arbufnaut (sp?)
wrote to the
Defense Procurement Minister Quentin Davis in January 2009. He
expressed
concerns about the way the GT200 was being marketed with suggestions it
was
backed by the British military.

In May, Quentin
Davis replied: “I am grateful to you for
drawing this to my attention and enabling us to investigate this
matter. I
should first explain that GT200 is not in service with our armed
forces, nor
has it ever been. Whilst the MOD is aware of GT200 it has not been
considered
to satisfy any of the capabilities we need.”

We contacted the
Ministry of Defense who told us it wasn’t
for them to take action, that they passed the matter on to the Foreign
Office. Tonight the Foreign Office told
us they started monitoring the sale and use of these types of device
when they
became aware of concerns in March 2009.

But it wasn’t
until late last month that the government
banned the export of the devices to Iraq and Afghanistan. And it was
only 11
days ago that governments world-wide were advised of British concerns.

But the ADE 651 is
still in use at checkpoints in Baghdad.

“They should be
banned,” this man says. “It looks as though
they’re giving the bombers a green light to pass. It makes it easy for
them to
go undetected. I think it’s wrong, but I also think that some of those
who made
the deal have benefitted from it.”

The man behind the
ADE 651, Jim McCormick, was arrested on
January 5 by Avon and Somerset police. A shipment of his devices was
stopped at
East Midlands airport late last year. But both the ADE 651 and the
GT200 have
been sold around the world, everywhere from China to Mexico, Kenya to
Lebanon
and Pakistan. They’ve been marketing as detecting everything from
explosives to
elephants and drugs and they’re still being used despite the risks that
they
pose.

Presenter: Carolyn
Hawley. I’m joined now by the Liberal
Democrat MP David Heath who has raised this issue at Prime Minister’s
questions.

David Heath, explain
why there can be a ban on exports to
Afghanistan and Iraq but nowhere else.

DH: Well, I’m not
sure I understand it myself. I have to say
that the pretext the government are using is because British forces
might
directly be at risk in Iraq and Afghanistan which I think begs the
question of
what in Earth is happen in the rest of the world where these devices
are being
sold.

P: Of course, it
makes it exactly like that we only care
about British and American lives.

DH: Precisely so,
but I mean, even if that were the case,
even if that was a reasonable position to take, I have to say that
there are British
tourists travelling through Thai airports on a daily basis or any of
the other
countries that these are being sold and they are at risk as long as
this is the
detection devise that is being used to detect explosives and counter
terrorism.

P: We know, of
course, that Thailand was alerted by our
programme last month, but, as Carolyn Hawley said, Kenya, you know,
China,
Pakistan of all places, Lebanon, Mexico – Have you actually done
anything
beyond the government that is only now alerting these countries, but
why was
this not happening last year when Quentin Davis received that letter?

DH: Precisely so. I
mean what has now emerged, and it
answers one of my questions, my first question is weren’t the
government even
interested in this. And we now know that the Ministry of Defense
actually knew
from January 2009, the Foreign and Commonwealth Office knew from March
2009, it
seems as though nobody told the business department who were actually
responsible
for licensing exports until your programme came out and they put in the
export
ban.

But it really does
raise I think serious questions about why people were
so incurious about a device which purportedly providing protection both
for
civilians in those countries but also for British forces, why nothing
was done
to try to stop this at the earliest opportunity and why other countries
were
not warned that these devices were, quite apparently, useless in
protecting the
public.

P: So what do you
say to people who say actually all you’re
doing is stifling British exports.

DH: Oh come on. I
mean, yes, we want to promote British
exports but we don’t want people to be given bomb detectors that don’t
work. In
the present climate around the world, this is outrageous, isn’t it?

P: So, what are you
going to do about it?

DH: We’ll I’m going
to keep on asking questions. I’m going
to keep on asking questions until I get some answers. And, I have to
say, I do
not accept the argument that the present arrangements for export
controls can
only work as far as Iraq and Afghanistan is concern. You know, these
are what I
would term, “dual-use” exports – they have a military function as well
as a
civil function. I would have expected them to be within the export
control operation
already.

P: So
the export
control, because the export control apparatus only exists for military …

DH: Military, or
dual use

P: or dual use, so
as long as it’s dual use, you say,
actually there could be a complete export ban.

DH: I think there
could be. That’s the question I want to
ask and I want the government to explain why one department is not
talking to
another department and why none of them, apparently, saw that there was
both a
practical reason for warning other governments and a moral reason for
doing so
as well.

David Heath,
thank you very much.

The win by the Democratic Party of
Japan (DPJ) yesterday ends a half-century
of almost unbroken rule by the Liberal Democratic Party (LDP) and
breaks a deadlock in
parliament, ushering in a
government that has promised to focus spending on consumers, cut
wasteful budget outlays and
reduce the power of bureaucrats.

But the untested party will have to
‘‘We felt a great sense of people
wanting change for their livelihoods
and we fought this election for a change in government.’’

Media projections showed the Democrats set
for a landslide win, possibly taking two-thirds of the seats in
parliament’s powerful 480-member lower house. That matched earlier forecasts of a drubbing for Prime Minister Taro
Aso’s LDP.

The ruling party loss ended a three-way partnership between the LDP,
big business and bureaucrats that turned Japan into an economic juggernaut after the country’s
defeat in World War II. That strategy
foundered when Japan’s
‘‘bubble’’ economy burst in
the late 1980s and growth has stagnated
since.
post-war political system in Japan,’’ said Gerry Curtis, a Japanese
expert at Columbia University. ‘‘It marks the end of one long era, and the beginning of another
one about which there is a lot of uncertainty.’’

Media exit polls showed the Democratic
Party had won around 320 lower house seats — almost triple its 115 before the election.
The LDP slumped to just over
100 seats from 300.

Mr Aso said he took responsibility
for the defeat, adding an LDP leadership race to pick a successor should be held soon. The mood at LDP headquarters was grim after many party <span

RANGOON: China is calling on the
international community to respect Burma’s junta extended Aung San Suu Kyi’s outrage but only a measured response from its
neighbours.

China, one of the few nations that
stands by the junta, urged the outside world not to interfere in Burma’s affairs, suggesting Beijing would
not back any UN action against the country.

Thailand, as chair of the
Association of Southeast Asian Nations, has expressed its deep
disappointment over the Burmese court’s ruling.

Mrs Suu Kyi, a 64-year-old Nobel
Peace laureate, was sentenced
on Tuesday to three years in jail for violating
an internal security law, but the junta said immediately after the
ruling it would halve the sentence and allow her to serve the time at
her Rangoon home.

Her lawyer Nyan Win yesterday said
Mrs Suu Kyi had told him after the court ruling to explore ‘‘all legal avenues’’ to secure her release. He said the
appeals process could take time.

The ruling drew sharp criticism from leaders around
the world and the European Union said it was preparing sanctions.

Western nations pressed the UN
Security Council to make a statement condemning
the sentence, but other countries, including veto-wielding members Russia and
China, stalled for time.

Chinese Foreign Ministry
spokeswoman Jiang Yu said it was time for dialogue with Burma, not
criticism.

‘‘This not only accords with Burma’s interests, it
is also beneficial to regional
stability,’’ she said. ‘‘International society should fully respect
Burma’s judicial sovereignty.’’

Analysts yesterday said Mrs Suu
Kyi’s reduced sentence might have been an attempt to appease Burma’s friends and
neighbours — China, India and Thailand, in particular — whose trade has
propped up a state crippled by international sanctions.

The Burmese court on Tuesday
sentenced Mrs Suu Kyi to serve 18 months of house confinement with limited freedom.

The Thai Foreign Ministry yesterday
issued a statement that Thailand, as the Asean chair, had learned with
deep disappointment that Mrs Suu Kyi was sentenced to 18 months of
house confinement with limited freedom.

Thailand reiterated calls made by Asean
foreign ministers attending the 42nd Asean Foreign Ministers Meeting
and the 16th Asean Regional Forum, held in July in Phuket, for the
immediate release of all
political prisoners, including Mrs Suu Kyi, with a view to enabling them to participate in next
year’s general elections.

The charges stemmed from American intruder John Yettaw’s two-day
uninvited stay at Mrs Suu Kyi’s lakeside home in May. The judge said
she had breached her house
arrest terms and broke a now-obsolete security law.

Mr Yettaw, who had told the court
God sent him to warn Mrs Suu Kyi she would be assassinated, was sentenced to seven
years’ hard labour in a parallel
trial on three charges, including immigration offences and ‘‘swimming
in a non-swimming area’’.

A commentary carried in three
of Burma’s state-controlled newspapers yesterday said the decision to
detain Mrs Suu Kyi should be accepted to allow the country to move
forward.

Burma’s military, which has ruled
the country with an iron fist
for almost five decades, has
been impervious to
international criticism and reluctant
to engage Here is a fun activity for practicing past verb
forms, both regular and irregular, that my two classes at the Bangkok
Post carried out recently. We used a teddy bear because everyone likes
teddy bear but you can use just about anything .

First, we thought of
verbs that we could use with a teddy bear and then we acted them out in
front of the video camera. Then the students explained what they had
just done. Altogether we used 25 different verbs in the past tense.
Watch the three very short videos find out what my students did to the
teddy bear.

Notice that pronuncing
past forms are much easier if they are combined with another word like
"it". Take "kissed it" for example. It is difficult to
say "kissed" first and then "it". It is much easier to say
"kiss dit" . That is what native speakers do and so did most
of my students.
